Fresno County, Calif. – During their Dec. 18 meeting, the Fresno Council of Governments (COG) Policy Board approved the 2026 Measure C Renewal Expenditure Plan package. The plan details the guidelines and allocations of Measure C funds dedicated to improving transportation infrastructure in Fresno County, marking a significant milestone in the Measure C renewal process.
“We approved a measure designed to address the needs of all communities,” said Fresno COG Policy Board Chair Alma Beltran. “Engaging with diverse groups was essential to achieving this milestone, which represents a significant and historic accomplishment for us.” Mendota Mayor and Fresno COG policy board cochair, Victor Martinez shared: “This Measure C new expenditure plan represents a historic compromise — one that is urgently needed to address challenges across our cities and unincorporated communities. It is the result of meaningful public engagement and consensus.”
The Draft Expenditure Plan package was developed through collaborative research, review and conversations among the Measure C Renewal Steering Committee. Committee Members representing Fresno County, each City within the county and spanning various community interests, gathered regularly beginning in April of 2025 to discuss neighborhood roads, public transportation, regional programs and active transportation as they worked to develop a Draft Expenditure Plan. The FresnoCOG Policy Board reviewed and amended the Committee’s draft recommendations and authorized the amended Expenditure Plan package as approved by the Board.
Amendments to the package clarify that vehicles are allowable expenses on an allocated basis relative to their use on Measure C projects (with costs assigned based on the percentage of use for Measure C), and adjust the County of Fresno’s expenditures on Disadvantaged Unincorporated Communities to range from 7-15% (instead of 12-15% percent), depending on the results of a needs assessment study.
“This expenditure plan reflects what we heard across Fresno County: people want safer streets, better options to get around and real accountability for how transportation dollars are spent,” said Fresno Mayor and Fresno COG Policy Board Member Jerry Dyer. “At the top of that list is fixing our roads, addressing potholes, worn pavement and long-deferred maintenance that drivers see every day. By bringing cities, the County and community voices to the same table, we’ve advanced a balanced package that invests in community priorities.” The approved Expenditure Plan package will next be reviewed by city councils throughout Fresno County and the Board of Supervisors for final approval.
